Government Programs*

As the Federal government and Provincial governments announce measures to help address the economic impact of COVID-19, we have compiled a list of government relief programs that you may find helpful. We will continue to update our Resource Page as more information becomes available.

Government of British Columbia

Program Details: A one-time, tax-free, $1,000 payment to those whose ability to work has been affected due to COVID-19.

Eligibility:

  • Have been a resident of British Columbia on March 15, 2020
  • Meet the eligibility requirements for the Canada Emergency Response Benefit (CERB)
  • Have been approved for the Canada Emergency Response Benefit, even if you haven’t received a federal benefit payment yet
  • Be at least 15 years old on the date you apply
  • Have filed, or agree to file, a 2019 B.C. income tax return
  • Not be receiving provincial income assistance or disability assistance

Program Details: An automatic $300 supplement on cheques issued in April, May, and June will be provided to those who are not receiving EI or the Canada Emergency Response Benefit (CERB).

Eligibility:

If you are not receiving federal Employment Insurance (EI) or the Canada Emergency Response Benefit (CERB) and are on:

  • Income Assistance
  • Disability Assistance
  • Comforts Allowance
  • BC Senior’s Supplement

You will automatically receive a $300 supplement on your cheques issued in April, May, and June. No action is required on your part.

Program Details: A one-time enhanced B.C. climate action tax credit payment will be paid in July 2020 to moderate and low-income families to assist in the response to COVID-19. An adult will receive up to $218.00 (increased from $43.50); a child will receive $64.00 (increased from $12.75).

Eligibility:

People need to file their income taxes to be eligible for the B.C. Climate Action Tax Credit:

  • B.C resident
  • Be at least 19 years of age or older
  • Have a spouse or common-law partner, or are a parent who resides with your child

Program Details: Provides temporary rental supplement for April, May and June 2020. It will cover part of the rent for low and moderate-income renters who have lost income as a result of COVID-19. Applicants will only have to apply once. The program gives $300 per month for eligible households with no dependents, and $500 per month for eligible households with dependents.

Eligibility:

    1. 1. Have a 2019 gross household income of less than:

      • $74,150 for singles and couples without dependents
      • $113,040 for households with dependents
    1. 2. As a result of COVID-19:

      • Be receiving or eligible for Employment Insurance; or
      • Be receiving or eligible for the Canada Emergency Response Benefit offered by the federal government; or
      • Have experienced, and be able to provide evidence of, a drop of 25% or more in monthly household employment income
    1. 3. Be paying more than 30% of current household income towards rent

Government of Ontario

Program Details: A temporary top-up to payments made through the Ontario Guaranteed Annual Income System (GAINS). Beginning in April, monthly GAINS payment amounts will be automatically doubled for a period of six months. This action will provide additional and immediate financial support to low-income Ontario seniors who may need more help to cover essential expenses during the coronavirus (COVID-19) outbreak.

Eligibility:

  • Are 65 years or older
  • Have lived in Ontario for the past 12 months or for a total of 20 years since turning age 18
  • Have been a Canadian resident for 10 years or more
  • Receive the federal OAS pension and GIS payments
  • Have an annual private income of up to $1,992 if you are a single senior or up to $3,984 if you are a senior couple. Private income may include money from a private pension, the Canada Pension Plan, bank interest, etc.

If you currently receive the OAS pension and GIS, you do not have to apply. To receive your GAINS payments you must: file your return every year, even if you don’t have income to report, or complete a GIS application and send it to your nearest Service Canada office. Those currently receiving the OAS pension and GIS, do not have to apply.

Government of Canada

Program Details: A taxable benefit of $2,000 a month for up to 4 months to eligible workers who have lost their income due to COVID-19.

Eligibility:

  • Residing in Canada, who are at least 15 years old;
  • Who have stopped working because of reasons related to COVID-19 or are eligible for Employment Insurance regular or sickness benefits or have exhausted their Employment Insurance regular benefits or Employment Insurance fishing benefits between December 29, 2019 and October 3, 2020;
  • Who had employment and/or self-employment income of at least $5,000 in 2019 or in the 12 months prior to the date of their application; and,
  • Who have not quit their job voluntarily.

Program Details: One-time special payment starting April 9 through the Goods and Services Tax credit for low and modest-income families. The average additional benefit will be close to $400 for single individuals and close to $600 for couples.

Eligibility: There is no need to apply for this payment. Those eligible will get it automatically.

Program Details: An extra $300 per child will be provided through the Canada Child Benefit (CCB) for 2019-20. This benefit will be delivered as part of the scheduled CCB payment in May. Those who already receive the CCB do not need to re-apply.

Eligibility:

  • You have an eligible child (under 18 years of age) in your care in May 2020
  • You and your spouse/common-law partner (if applicable) have filed your 2018 tax return(s)

Program Details: As a Canadian employer whose business has been affected by COVID-19, you may be eligible for a subsidy of 75% of employee wages for up to 12 weeks, retroactive from March 15, 2020, to June 6, 2020.

Eligibility:

To be eligible to receive the wage subsidy, you must:

  • be an eligible employer
  • have experienced an eligible reduction in revenue, and
  • have had a CRA payroll account on March 15, 2020

Program Details: The Canada Emergency Business Account provides interest-free loans of up to $40,000 to small businesses and not-for-profits to help cover operating costs during periods when revenues have been temporarily reduced.

Eligibility:

  • The Borrower is a Canadian operating business in operation as of March 1, 2020.
  • The Borrower has a federal tax registration.
  • The Borrower’s total employment income paid in the 2019 calendar year was between Cdn.$20,000 and Cdn.$1,500,000.
  • The Borrower has an active business chequing/operating account with the Lender, which is its primary financial institution. This account was opened on or prior to March 1, 2020 and was not in arrears on existing borrowing facilities, if applicable, with the Lender by 90 days or more as at March 1, 2020.
  • The Borrower has not previously used the Program and will not apply for support under the Program at any other financial institution.
  • The Borrower acknowledges its intention to continue to operate its business or to resume operations.
  • The Borrower agrees to participate in post-funding surveys conducted by the Government of Canada or any of its agents.
